  • Engaging anthropologists, social psychologists, and others with relevant experience or training to investigate novel strategies for dramatically expanding health interventions and innovations and instigating shifts in cultural norms.

  • Assisting the Department of State and other U.S. Government Agencies, including the U.S. Agency for International Development, the Centers for Disease Control and Prevention, the Millennium Challenge Corporation, and the Country Health Partnerships Regional Point in analyzing, evaluating, assessing and improving the development, execution, delivery, productivity and efficiency of the President’s Emergency Plan for AIDS Relief (PEPFAR). Specifically, MSAG defines and implements, through interagency and international approaches, public health management information technology systems (HMIS) in support of S/GAC and the Emergency Plan, including recommending and managing the allocation of resources to ensure that health informatics assets are fully leveraged, efficient and effective.

  • Providing advice and recommendations on priority setting, funding levels and implementation mechanisms for Emergency Plan initiatives, and efforts with the U.S. Embassy Chiefs-of-Mission, representatives of Executive Branch implementing departments and agencies, USG representative(s) in-country implementing HIV/AIDS programs, non-government organizations (NGOs), and host government officials and their medical professionals.

  • Research and dissemination of state of the art models and programs for use in-country in the technical areas of education, child protection, child welfare systems strengthening, social protection, and HIV health related issues for children.

  • Design and support implementation of effective Country Health Partnerships

  • Developing policies, issuances, and directives by researching issues in assigned program areas and drafting proposed guidelines and explanatory material.

  • Engaging communications stakeholders with experience in health marketing, product marketing, and market research and analysis.

  • Planning, organizing, carrying out and coordinating annual and multi-year budgeting for Department of State program funds and other agency funding for all U.S. Government international HIV/AIDS assistance, with special focus on dramatically ramping up prevention, treatment and care services.

  • Completing budget, performance and legislative analyses for senior State Department management for use with the Office of Management and Budget (OMB) and the Congress.

  • Serving as both a policy expert and a technical resource for the U.S. Global AIDS Coordinator and other senior Department of State staff on matters related to multilateral international organizations, especially the Global Fund, UNAIDS, and WHO and issues involving the U.S. Government’s leadership and representational role in each as a member of various boards, committees, and subcommittees. Contributes to the management and oversight of the U.S. Government’s substantial financial contributions to these organizations and provides advice and guidance regarding the programmatic proposals and work of them.
